It will probably be too bright by default, so pull it down to be pretty dark. Just use Colors > Saturation to pull down the color and then Colors > Brightness - Contrast to make it darker. NV also uses a gloss map, but you can sort of fudge that by just making a black and white version of your regular texture. The Filter decides the altitude adjustment based mostly on brightness, so if something seems to be popping the wrong way compared to the rest of the section, try darkening that detail. For example, a detail that you want to look like a deep scratch on the gun should look like it is popping out on the Normal Map. On a normal map, if a detail looks like it is popping out on the image, it will appear to be embedded in the model in the game. + or - determines the 'altitude' of details, or how much it looks like it will pop out. Typically the scale should be between -6 and 6, I usually use -4 or 4 for most stuff. Don't mess with the settings too much, I just set the Minimum Z to 0.4 and adjust the scale. Once you've separated the different sections, you can use the Normal Map filter in Filters > Map. Once again you're going to free select each section you want to change, but this time you want to do a quick ctrl-x and ctrl-v to cut and paste back each section as its own layer. Make sure you've saved your base texture as something else first. Flatten your image, or Merge Visible Layers. I typically use a brush with Apply Jitter of about 1.0 and size of 2-3. Use a light gray with the Paintbrush to trace those edges, then adjust the opacity of the layer if needed to adjust how obvious the lines are. If you need to add details, like highlighting edges, make a new layer and set its mode to dodge. Either lower the opacity of your new texture layers and just erase them out (then pull the opacity back up), or use the selection tools to add/remove from your selection between steps 1 and 2. You have two options for the holes in some sections. This should leave just the section you had selected originally left over. Make sure you have the new metal layer selected and just go over the whole image with the eraser.In the selection tab, hit Invert Selection.Rename it and hit enter to keep it separate rather than flattening onto the lower layer.
